1. Goto Contol Panel -> Hardware and Sound -> Power Options and click on “Choose what the power buttons do”
OR Search Power on the setting Charm bar and click on “Change what the power buttons do” on the search result.
2. Click on “Change setting that are currently unavailable“. Click on “Yes” if the User Account Control (UAC) prompt ask for your confirmation.
5. That is it. Now restart your Windows 8 system and you will get that your restart and shutdown problem is solved.
